Dawn Gabriela Emmanuele “Liway” G. Dela Rosa is a Baguio-based children’s book author, artist, law student, and two-time Carlos Palanca Awardee, recognized for Then the Abstract was Misunderstood (2016) and Si Tala sa Mahiwagang Pila ng Jeep (2025). She graduated cum laude from the University of the Philippines Baguio with a degree in Social Sciences, majoring in Anthropology and minoring in Psychology. She spent the past five years immersing herself in volunteer work and studying Cordilleran culture, focusing on the intergenerational transmission of indigenous knowledge, systems, and practices. Her undergraduate research centered on the intersection of art and visual documentation of rituals and cultural objects, highlighting their roles as storytellers that contribute to the persistence of Cordilleran culture.

An empath, visionary, and co-creator of Asul Art and Play—a passion project delivering art and creative learning to children—Liway now focuses her literary work on child rights advocacy, heritage, and the arts.
